what exactly does it do?

and if your gw is lagging (low fps just dunno how to check fps)
if i disable the option will it improve the fps?

and here a diff questiong i know you can see a chart of your fps wen you press shift+f12 but how do you convert that to real fps =X?

The Post Process Effects, the main obvious one is the dreamy/misty look the game has. It is mainly CPU based as opposed to being done via your GFX card so may or may not make a big difference. And it will differ in the difference it will make depending on the location you are in. Darker area's will have very little added effects(with regards to the dreamy/misty look) whereas brighter areas will have a lot.

I would try turning down or off AA, shadows, and reflections first, as they are legendary for bringing video cards to their knees. Post processing effects, to my understanding, relate mostly to GW's glow technology and spell effects. It'd be a good thing to disable if disabling lighting and shadows doesn't help your frame rate enough, but I'd try using lower quality textures and terrain first. What kind of video card do you have?
